Since the 1980s, NELSON Worldwide has maintained a trusted relationship with Monroe County. When the county needed to replace an outdated facility that mixed low-level and violent offenders, they engaged NELSON to master plan a new 51,000 SF juvenile justice center. Core objectives centered on integrating dedicated behavioral health and treatment programs alongside state-compliant educational spaces.
The design vision drew inspiration from classic courtyard layouts of places of healing, such as the Hospital of the Innocents in Florence, Italy. Translating this into a secure civic facility required navigating a complex regulatory landscape involving multiple agencies. Additionally, single-height spaces with angled ceilings made it difficult to conceal mechanical systems while strictly maintaining a secure perimeter. Through precise documentation, NELSON met all compliance standards without sacrificing the architecture’s core therapeutic intent.
NELSON focused on crafting a normative, stress-free space that reduces inmate anxiety while optimizing staff efficiency and safety. The central courtyard serves as an intuitive wayfinding element, directing natural light through floor-to-ceiling glass to illuminate wide corridors and angled educational ceilings. The facility incorporates acoustic dampening and deliberate color choices to manage sensory experiences and reduce stressors. In residential spaces, single-occupancy dry cells utilize security-rated wooden doors and wall paneling to provide safety without elevating anxiety, allowing quarters to feel like genuine rooms rather than sterile cells.
The outcomes delivered underscore the tangible value of empathetic, strategic design, with all client objectives being met while also delivered under budget. Beyond financial success, the architectural intervention made a profound operational impact. Staff attribute significantly improved daily work satisfaction to clear sightlines, wide corridors, and biophilic elements. This integration of biophilia acts as a crucial driver for both juvenile rehabilitation and long-term staff retention, reinforcing the county’s commitment to fostering a safer community.
